No, the Turkish Embassy in Qatar does not accept visa application with missing documentation.

Your passport should be more than 6 months valid if you want to apply for Turkish Visa. If you have less than 6 months remaining, we recommend that you re-new your passport before your application.

Qatar nationals are exempt from a visa fee however for foreign national’s visa fees may differ according to type of visa and the number of times a visa has been sustained. Service fees is an additional charge that must be paid to the Visa Application Center and the service fee is QAR 183 per application. You may receive your passport from our visa application center alongside your ID and payment receipt that has been provided during your application.

Only first-degree relatives may pick up your passport.
